Box 281, Station Main, Winnipeg, R3G 2G9 Minutes of Meeting Date: Tuesday, April 19th, 2005 Time: 6:00 P M Location CanadInn, 2100 McPhillips Street, Winnipeg, Present Daryll Hyslop, Jim Neufeld, Shirley Nixon, Doug Neal, Lorraine Neal, Rene Comeault, Joe Younge, Lindy Clubb, Bill Russell, Gary Dunlop, Pat Dunlop. Regrets Dave Crabb 1. Call to Order The meeting was called to order at 6:05 P M by president Neal. 2. Adoption of Agenda Moved by Pat Dunlop, seconded by Daryll Hyslop that the agenda is adopted. Motion carried. 3. Gord Jones Director Parks & Protected Areas spoke -to the meeting about the park system. There are 79 provincial parks (some are not currently operated). There are 55 historic buildings involved. Mr. Jones advised that there are seasonal sites as well has transient. Reservations may be made either by telephone or on the Internet. Manitoba Parks have a unique number of situations that other jurisdictions do not deal with - the number of cottages, resource harvesting, some mineral exploration, and beach safety program. The manmade lake at Birds Hill Park was cleaned up in 1999 (Pan Am Games). When planning new parks there is a process to identify, assess and consult. There are interpretive parks, a "green" campground at Nopiming, there are simple cabins at Hecla; a plan to introduce yurts, which consist of a frame, roof and simple furnishings. There are 6000 cottages in provincial parks. There is a fee for annual land rent, for services and permanent residents have a levy for school taxes. There may possibly be a change to the current 4% of appraised 1981 value. With regard to former wayside stops. Some have been removed from the system and Highways manage some. Low Lands Park is one of the last national parks designated 4. Adoption of Minutes of the previous meeting of March 15th, 2005 Moved by Lorraine Neal seconded by Gary Dunlop that the minutes of the previous meeting of March 15th, 2005 were adopted as presented. Motion carried. 5. Financial Report Bill Russell reported a balance of $1,165.75 with a payment of $98.00 in membership fees for a total new balance of $1173.75. There is $2,056.50 in Superior Savings for a total balance of $3,320.25 as of April 19, 2005 Bill moved adoption of the report, seconded by Joe Younge. Motion carried. 6. Correspondence sent (a) 7.Correspondence received a) Canadian Parks and Wilderness Society, Manitoba Chapter (CPAWS) provided a draft proposal for "The Cottager's Green Guide" pamphlet. The main objectives of the pamphlet are to • increase awareness of Manitoba cottage owners about the impact of their choices and practices and awareness of environmentally sound alternatives. • encourage cottager owners to consider these alternatives when building, renovating, landscaping, etc. and • increase awareness of environmentally sound products and services, and how and where to access them. Motion by Jim Neufeld - MACO write a letter of support to SDIF for production of the Cottagers Green Guide brochure. Seconded by Lorraine Neal. Motion carried. b) Living by Water translation into French There may be some funds available to MACO 8. Old Business . 9. New Business a) CCPCA conference call Shirley Nixon represented MACO on the conference call. The CCPCA will formerly be shut down. A history of the association as well as all provincial associations will be preserved with the archival materials from 1995 - 2005. It was suggested that there be some sort of contact possibly through a newly organized group to allow the continuation of sharing common issues between the jurisdictions. It was moved by Daryll Hyslop and seconded by Shirley Nixon that MACO maintain contact with the other jurisdictions maintaining open channels of communication for sharing of information but not monetary support. Motion carried. Shirley to report back on our decision. 10. Directors Reports Lorraine Neal - no report Daryll Hyslop - no report Lindy Clubb - Lindy spoke about a rehabilitation site in Hnasu and asked for a letter of support from MACO. Due to shortage of time Lindy to email all and poll would be taken by mail. Rene Comeault - There are subdivision issues near Poplar Bay (15 miles NE Lac du Bonnet. Gary Dunlop - no report Jim Neufeld - AGM for Clearwater Bay scheduled for July 4th, 2005. Bill Russell - Met with Leslie Wilson and boss of Con Pro Industries. They have a 3-step process sewage system. Bill will contact them to arrange for attendance at a future meeting. Joe Younge - Advised that the Island Resort has been sold. Pat Dunlop - The Lundar Beach & Sugar Point Cottagers Association is still working on erecting a beacon. Pat also advised that the Winnipeg Public Library does not have a current copy of the Canadian Subsidies Directory. Copy in storage was 1999. Was advised that the content was mainly Ontario and there are no plans to purchase a copy. Doug Neal - Doug advised that he and Lorraine will be moving soon to Warner, Alberta which is 30 miles south of Lethbridge. 11. Date, time and location of next meeting Next meeting on Tuesday, May 17th, 2005 at the CanadInn, 2100 McPhillips Street. 12.
