Minutes of Meeting

1. Call to Order
The meeting was called to order at 6:06 pm.

2. Adoption of Agenda
Pat Dunlop moved adoption of the agenda as amended. 
Seconded by Daryll Hyslop. 
Motion carried.

3. Adoption of Minutes of the previous meeting of July 19th   2005
Moved by Daryll Hyslop, seconded by Bill Russell that the minutes be adopted.   Motion carried.

4. Financial Report
Bill Russell reported payments received from 4 associations and payment out for post office box of $111.28.  Balance of  $3,741.03.  Moved by Bill Russell and seconded by Gary Dunlop that the financial report be adopted.  Carried.

5. Correspondence sent
(a) Invoices - Daryll advised that he has sent out 49 invoices.
(b) Newsletters - Pat advised that newsletters had been sent out to all   
                             associations paid in 2004 and 2005.  Most have been sent
                              to the presidents and will not send to the secretaries.

6.Correspondence received
a)  Minister Bjornson - advised that he is unable to attend AGM and is
                                           unable to send a representative.  Dave will check with
                                           Health.
b) Twin Lakes Beach email.
                                     - Email was received from Linda Ripert expressing
                                       concern that only Lake Winnipeg was contained in the
                                       Winnipeg Free Press article and there was no mention
                                       of their issues with high water at Twin Lakes Beach. 
                                       Dave Crabb responded.

c) Minister of Conservation letter and cheque.
                                    -  MACO has received a $5,000.00 cheque.  More
                                       information is required.

d) Paint Lake           - email re lot transfer to Boys & Girls Club


7. Old Business
(a) Workshop/seminar - 
(b) Planning for AGM
(c) Silent Auction -  Letters have been sent out.
(d) Nominating Committee -  Donna Jean Crabb is interested.  Discussed
                                                      MACO with Gus Wruk.  Moved by Daryll Hyslop
                                                      and seconded by Shirley Nixon that Donna
                                                      Jean Crabb be appointed to the board of
                                                      directors.  
Carried.
(e) Constitution                     -  Changes suggested for AGM had already
                                                      been dealt with in 1996.
(f) Website and Internet       -  Dave reviewed changes to website as per       
                                                      email.  Jim will send a replacement for the
                                                      Clearwater Lake area of the website.  Gus
                                                      Wruk spoke of the lack of access to MTS high
                                                      speed.  Cell phone problems were discussed
                                                      as well.
(g) Sustainable Development Fund Proposal
                                                    - Dave hasn't had time to complete.  Shirley
                                                      spoke about park at Laurentia Beach.

8.  New Business

a) Media article - Winnipeg Free Press article about Lake Winnipeg was   
                                reviewed.

b) Pinawa Bay Sewage Spill. 
                             -Daryll and Bill McKelvey took photos of what was on the
                              beach.  There was evidence where it came from.  Tank had
                              been emptied 2 weeks earlier.   Sample container was not
                              appropriate and was therefore not accepted.  When
                              documentation completed, MACO should write to
                              government and find out how these will be dealt with in the
                              future.   Tool or guideline should be provided if Conservation
                              not able to respond.
                              Bill Russell advised of a situation where there was a tank
                              failure and Conservation required the ditch be pumped out.

9. Directors Reports

                               Shirley Nixon - Shirley advised of several cottages loosing
                               fridges/freezers.  It appears that it is due to low voltage.  It
                               was suggested that the cottagers get together and petition
                               Hydro.

Daryll Hyslop - no report.

Jim Neufeld - met with Gord Jones in July.  He confirmed Apaskwayak Cree
                        Nation at The Pas is applying for long-term lease at Hugo Lake
                        in the park.  No knowledge as to what is to be done with it.  Jim
                        has provided a list of requirements that should be done before
                        lease granted.  Lease fees commensurate with cottage fees
                        would equal approximately $lm.  Hasn't been able to check out
                        old Clearwater site yet.  Hasn't been able to get in touch with
                        Dwight Williamson yet.  Will try again.

Bill Russell -  Spoke to Betty Ann Watts of The Cottager magazine will attend
                         the AGM if requested.  MACO has never paid for The Cottager
                         for individual associations.  Has not yet received an invoice
                         from Stan.  Bill will provide invoice for his use. 

Gary Dunlop - Association almost has the money to put up the beacon but
                           are awaiting final approval from Conservation.  Annual picnic
                           success.

Pat Dunlop -  No report.

Rene Comeault -  Association fees are on the way.  The association is
                                 working with Conservation with regard to a new
                                 development of about 70 lots at Lac du Bonnet.
                                 Gus Wruk - Chairman of Fournier Drive Association since
                                1998.  50 houses, half seasonal and half permanent.

Dave Crabb -         RM has not yet provided reflective street signs.

Dr. Dennis Lawson attended the meeting and was provided with the information that he had asked for in advance.  Dr. Lawson outlined his credentials - 35 years with the Federal Government.  He is a groundwater geologist/scientist/agricultural engineer.  He has delivered the Living by Water program in Saskatchewan and Alberta.  He talks to government to obtain information appropriate to area and then will deliver program to cottagers.  He suggested ground water, septic systems, grey water and healthy lakes.

Would like the seminar ready to go by 9:00 am so we discussed registration at 8:00 am.  Starting at 9:00 going to noon and starting again at 1:00 to 3:00 pm.  We must be done by 3:00 pm as the room is booked.  Cost of $750.00 plus mileage at 30 cents/mile plus hotel. 

We must arrange for door prize and invite Health, Water and Fisheries officials.  Press article to be prepared in advance.

Next meeting Tuesday, September 20th  2005 at the CanadInn, 2100 McPhillips Street.
