MACO Workshop Experience

Everyone was welcomed to the MACO Workshop experience and Cst. Neiser was introduced.  Cst. Neiser gave a great presentation on the advantages of rural communities organizing a Citizens on Patrol program. 

11:00 A.M. Mr. Don Rocan, Manager of Drinking Water Safety, Province of Manitoba
Mr. Rocan spoke about how microorganisms are distributed throughout our waterways by people traveling. He stated that water quality responsibility lies with each province (Bill 155). Legislation information and experiences are shared between provinces. He spoke about the intent of the new Drinking Water Safety Act, and the attached regulations. 
Mr. Rocan stated that Walkerton was a man made disaster.

12:30 Noon, Honorable Steve Ashton MLA
Minister Ashton stated that Lake Winnipeg is not dead as has been widely reported, but it us under pressure from nutrient overload.  This overload is not from one single source but from 1.1 million sources that are mostly out of our jurisdiction.  The pollution is being caused not just by agriculture.  This government has set up the Lake Winnipeg Stewardship Board to work on the problem.
Some of the problems are nitrates, fractured wells or fractured or old non-working septic fields that overflow into wells during floods or high water times.
He asked what is the value of water?  How much should we pay for it?
Minister Ashton stated that Manitoba cottagers are environmentalists, and he has many letters indicating interest in conservation from the cottaging public. Manitoba has among the most affordable cottage lots in Canada.
Minister Ashton fielded many excellent questions from guests.  Among those questions were in regard to hog barns and the huge amounts of water required to maintain them.  Areas of the province where hog barns are located are becoming depopulated.

1. Call to order
President Neal called the meeting to order at 2:00 P M

2. Adoption of Agenda

Moved by Daryll Hyslop, seconded by Barb Hyslop (Hazelwood Cove) that the agenda is adopted as presented.
Motion Carried

3. Adoption of Minutes of Previous Meeting of November 2nd, 2002
Moved by Lorraine Neal, (Individual) seconded by Lucy Drury (Traverse Bay) that the Minutes of the Previous Annual General Meeting of November 2nd, 2002 are adopted as presented.
Motion Carried

4. Financial Report
Treasurer Bill Russell (Lorell) presented the Financial Report.  (Attached)  Bill moved acceptance of his report, seconded by Joe Younge (Oak Lake). Joe Younge questioned Bill re the cost of insurance ($750).  There was a question from Grindstone Park also re the $750 cost.  Bill explained the reason.
Motion Carried.

5. Membership Report

Shirley Nixon read the membership report.  She reported we have 5 new association member.   (Report attached).

6. Correspondence
All correspondence is found in the minute book.

7. President's Report
President Doug Neal read his report.
Doug Neal moved adoption of his report, seconded by Shirley Nixon.
Motion Carried.

8. Old Business

a) Resolution #4 from 2001 Annual General Meeting was tabled in both 2001, and 2002.  The resolution reads as follows:
BE IT RESOLVED THAT THE MACO Directors lobby WITH the Association of Manitoba Municipalities to the Manitoba Water Resources Branch and Water Conservation Districts to facilitate the maintenance of water levels to support agriculture PLUS quality long term recreational activities and protect lake-shore erosion.

9. New Business

a) Pat Porth  (Seven Sisters) from CARD (Community Association for Responsible Development) made a presentation regarding the planned hog barn for Whitemouth.  CARD is an association of local farmers, landowners, residents and ratepayers concerned about the possible situating of Intensive Livestock Operations (ILOs) within the municipalities of Lac du Bonnet and Whitemouth.

b) John Fefchuk  (Virden)
Mr. Fefchuk also made a presentation regarding Intensive Hog Operations.

c) CCPCA Membership
Discussion ensued on this subject.  As our reported financial position is not good, it is difficult for MACO to pay the total $500 levied by the CCPCA for membership. A suggestion was made that MACO petition the provincial government for financial assistance.
BE IT RESOLVED that in view of MACO's less than favorable financial position that MACO pays $250 membership dues to the CCPCA.

d) MACO suggested amendments to the Constitution
BE IT RESOLVED that all amendments to the Constitution be accepted as presented.

10. Elections

Len presented Dave Crabb for the position of Vice President and called for nominations from the floor.  No nominations were received.
Moved by Bob Johnson, (Victoria Beach) seconded by Lucy Drury (Traverse Bay) that nominations close
Motion Carried.

Dave Crabb (Boulder Bay) was declared elected Vice President.
Len presented Bill Russell for the position of Treasurer and called for nominations from the floor.  No nominations were received.
Moved by Daryll Hyslop, (Hazelwood Cove) seconded by Rene Comeault, Auglen Park that nominations cease.
Motion Carried.
Bill Russell  (Lorell) was declared elected.

Directors
Len presented Shirley Nixon, Pat Dunlop and Rene Comeault for the position of Director and called for nominations from the floor. No nominations were received.
Moved by Daryll Hyslop, (Hazelwood Cove) seconded by Harry Wagner that Shirley Nixon- Twin Beaches, Pat Dunlop - Sugar Point and Rene Comeault - Auglen Park be elected to the position of Director.
Motion Carried.
